Job Description:

Services performed under this contract will be for the Grand Island VA Medical Center (VAMC) in Grand Island Nebraska. Services shall also support work required for all outlying VA facilities in the Grand Island and Omaha areas. Project Manager will act as an Owner's Representative to assist the client with delivery of construction projects focused on a substantial IT and low voltage infrastructure improvement program. This program involves both new construction project and renovations of existing buildings. Systems include structured cabling, electrical (emergency, standby, and UPS systems), security and access control, as well as supporting architectural and mechanical supporting utilities. Some of the existing buildings are historic properties. The building types include federal office buildings, federal hospitals, clinics, laboratories, warehouses, and other types of real property. At any given time, the projects are in various stages of development from pre-planning through design, construction procurement, construction, and post-construction. Projects are typically design-bid-build with contracted architecture/engineering and construction firms, design-build, or small in-house designs with contracted construction. Experience with construction in a medical center setting will be highly preferred, as will experience with management of phased construction.

Required Minimum Education and Experience:

  • Seven (7) years specialized experience in developing and maintaining complex, long term/multi-year project management activities.
  • Graduate of an Architectural, Engineering or Construction Management college curriculum with a four (4) year degree OR an additional 5 years of relevant project management experience.

Other General Qualifications:

  • Ability to communicate orally and in writing, with experience preparing correspondence, written reports, maintaining official project records, conducting meetings, and briefing clients and management personnel.
  • Knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation in the Architect's or Engineer's area of expertise.
  • Knowledge and experience with construction in a healthcare setting.
  • Ability to inspect materials, workmanship, and construction and installation of various systems in the Architect's or Engineer's area of expertise.
  • Knowledge of safety practices in the construction industry, including specifically, a background that indicates familiarity with Occupational Safety and Health Administration (OSHA) safety requirements on construction projects.
  • Knowledge of applicable codes related to their disciplines.
  • Ability to evaluate proper systems to meet scope requirements.
  • Ability to verify the adequacy of building systems related to their respective disciplines.
  • Ability to interpret/coordinate Architectural/Engineering plans and specifications.
  • Familiarity with modern construction products (i.e., quality, uses, and applications).
  • Maintain a comprehensive understanding of building code and Joint Commission requirements for healthcare facilities and is able to work with permitting agencies.
  • Experience in developing and maintaining complex, long term/multi-year project management activities, including but not limited to:
  • Developing and controlling budgets and funding strategies.
  • Scheduling and coordination of project interactions among existing and newly occupied facilities.
  • Ability to manage inter-disciplinary teams of professionals and supporting labor categories.
  • Ability to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
  • Experience and familiarity with Federal and local government building projects, and with procedural, review, and approval requirements.
  • In-depth experience in interpreting construction drawings and specifications on construction projects.
  • Ability to accurately calculate construction costs for changes. Experience in making materials take-offs for construction work, pricing the value of needed work, and negotiating equitable contract adjustments.
  • Ability and experience in the inspection of materials, workmanship, and construction and installation of various systems (such as fire alarm systems) within the inspector's area of expertise.
  • Familiarity with related engineering fields, including civil, mechanical, and electrical disciplines.
  • Familiarity with International Building Code, NFPA (including NFPA 101 Life Safety Code), OSHA requirements, and general healthcare design.
  • Ability to use and access VA Master Specifications, Design Guides, and Design Manuals.
  • Ability to use AutoCAD and Revit for basic tasks.
  • Familiarity with Microsoft Office software programs.
  • Full knowledge of engineering and architectural concepts, principles, and practices for the design, layout, and construction of medical facilities, associated buildings, parking, roadways, and site utilities.
  • Experience with ADA compliant construction, remodeling, and renovations
  • Able to read, understand and apply standard to complex documents affecting construction project, including but not limited to: agreements/contracts, work letters, project charters, surveys and drawings.
  • Experience with healthcare-specific construction project management, both renovations and new construction.
  • Ability to obtain VA computer access by successfully passing a security screening, which may include fingerprinting, financial, and criminal background checks.

Job Type: Full-time

Pay: $70,000.00 - $90,000.00 per year

The position requires daily on-site work in an occupied field office and active construction job site alongside others. Compliance with COVID protection protocols, if they are reimplemented by the client, is required.
