The Software Proposal Engineer is responsible for crafting software development proposals to prospective clients and ensuring that all proposal components comply with company standards. The Software Proposal Engineer will also work with existing clients to ensure that our services continue to meet their needs and work with internal departments to create new ways to improve the proposal process. This will involve reviewing requests for proposals, outlining project specifications, and determining estimated costs.

S/he will be responsible for the entire proposal process including the bid/no-bid decision phase, capture efforts, developing and implementing proposal schedules, and overseeing the development of both technical and cost proposals, ensuring a proposal’s successful on-time submission.

• Responsible for the bid/no-bid evaluation process for RFAs, RFPs, through a decision-making process that ensures opportunities align with Bewsys’ strategic priorities.
• Review, analyze, and interpret technical requirements provided in RFIs and RFPs to gain a thorough understanding of the objectives of each solicitation.
• Draft/Finalize proposals in response to RFPs.
• Customize, write and edit information for written proposal responses.
• Develop, produce, and deliver compliant and responsive proposals and any follow-up submissions.
• Responsible for brainstorming of responsive yet innovative programmatic design concepts, and ensuring they are meaningfully translated into written content.
• Develop and/or oversee the development of proposal schedules, compliance matrixes, and other proposal tools as needed.
• Ensure cost proposals are responsive and in compliance with the RFP/RFA. This includes creating a budget and reviewing the budget to make sure all technical components are captured.
• Ensure all aspects of the proposal are drafted and presented in compliance with RFP/RFA specifications.
• Perform other roles in proposal development as assigned, including writing sections, reviewing budgets, performing research, and other contributions.
• Update and maintain standard/frequently-used proposal responses in a proposal content library.
• Provide input on new processes and workflows as needed.

MUST HAVE

• Bachelor’s degree in Computer Science, Computer Engineering or a related field.
• Having a Master’s degree will be of added advantage.
• Experience developing complex proposals for international development projects for software development RFPs/RFAs (5+ years).
• Excellent writing, proofreading, editing skills and strong attention to detail.
• Strong project management skills.
• Ability to manage small and large proposal processes with multiple contributors.
• Ability to work in a fast-paced, deadline-driven environment.
• Strong proficiency with Microsoft Office suite, Google Suite and other online collaboration tools.
• Strong problem-solving and analytical skills.
• Excellent time management and organizational skills and the ability to work remotely.
• Familiarity with leading organizations in the international community including donors, NGOs, and for-profit contractors.
• Experience with procurement policies, procedures and mechanisms for international aid organisations e.g. United Nations, World Bank, EU, DFID, USAID, GIZ, etc.
