POSITION OVERVIEW

As Market Operations Manager, you are to take an entrepreneurial approach to leading the operations of a single family homes portfolio comprised of work force housing in the Lancaster & Palmdale Area. You will coordinate with centralized operations team to successfully attain the company’s operational and financial goals while reinforcing the company’s overall culture. The Market Operations Manager owns all aspects of daily operations and performance for their assigned market, ensuring that all KPI’s are met. This individual will work independently and with teammates to manage and resolve all market-level management issues and performance gaps while reporting to the VP of Property Management.

ESSENTIAL FUNCTIONS

The Market Operations Manager will use diligence and make best efforts in executing the following responsibilities:

  • Assumes overall responsibility for the day-to-day management of the properties within the assigned Single-Family Homes market portfolio(s) in accordance with company objectives and metrics.
  • Maintains a detailed knowledge of the assigned markets.
  • Complies with all policies and procedures established by the company for the administration of the properties and the company.
  • Participates in the marketing of the portfolio on a local and regional level as needed.
  • Communicates with teams weekly to discuss marketing, occupancy, budget conformance, personnel, capital improvements, and any other material topics.
  • Assumes overall responsibility for overseeing the day-to-day management of all assets in the market which may include resident onboarding, rent collection, maintenance, renewals, municipal & community compliance, subsidy housing programs, and overall resident experience.
  • Responsible for maintaining occupancy levels, ensuring positive resident relations, and complying with all reporting requirements.
  • Manage resident and property related issues as they arise and document in specified property management system.
  • Responsible for assessing condition of properties and recommending minor repairs and conducting property inspections.
  • Administers the approved annual budget of income and expenses in accordance with all Company requirements. Monitors the status of the operating budget, reports necessary reductions or increases in allocations, and explains variances as they arise in operations.
  • Reviews all contractual services and re-bids appropriate services to assure the lowest possible cost.
  • Constantly seeks to identify strategies for increasing company income and reducing company expenses. Responsible for maximizing net operating income for the portfolio.
  • Participate in team projects as required to enhance resident satisfaction and business outcomes.
  • Attends and participates in industry association meetings and seminars to keep up to date on trends and changing conditions in the marketplace.
  • Perform other duties as assigned.

DAY TO DAY RESPONSIBILITIES
The Market Operations Manager will perform all activities related to serving residents for a defined portfolio of Single-Family Homes. They will be interacting directly with prospective and current residents to achieve maximum occupancy and maintain a high-quality customer service experience. Primary objectives will be collecting rent, leasing units, generating move-ins, renewing leases, and overall resident retention. Day to day operations will include generating and handling prospect traffic, leasing available units, qualifying prospects, preparing lease documentation, completing move-in paperwork, processing maintenance service requests, and collecting rent.

In addition to resident related activities the Market Operations Manager will also serve an important role in the managing of vacant homes and field operations within the local market. Vacant home responsibilities include: inspections, estimates, and construction project management of new residential rental home purchases. This team member must be able to quickly assess the physical attributes of residential home and make sound real estate investment decisions in a fast-paced work environment optimize the potential of each possible investment home.

Resident Management & Leasing Responsibilities

  • Creating organizational systems to support accurate record keeping, efficient financial transactions and prompt renter complaint resolution
  • Overseeing the timely and successful completion of maintenance requests
  • Showing properties to prospective tenants and answering relevant questions, including verifying renter income
  • Preparing and executing detailed and legally compliant lease agreements
  • Processing of monthly rental collections and payments
  • Tracking and renewing upcoming lease expirations
  • Maintaining resident compliance with local, municipal, and HOA regulations
  • Filing and processing evictions working with local counsel
  • Preparation and service of non-compliance, non-payment, and other legal notices

Field Operations Responsibilities:

  • Coordinate and schedule inspections.
  • Inspect homes to create a scope of work that will be the basis of a budget on new property acquisitions.
  • Create and review renovation budgets using photo inspection software.
  • Perform detailed final quality control inspections.
  • Manage a vendor base to complete projects within the company’s expected pricing, quality, and timeframes.
  • Negotiate pricing on vendor-assigned work within established guidelines.
  • Complete and submit change orders for variances to initial budget.
  • Update project and work order tracking systems.
  • Review and approve invoices weekly.
  • Update the corporate team on the status and progress of projects.
  • Communicate with the other property management team members on project completion status and upcoming move-in inspections.

REQUIREMENTS FOR HIRE

  • License. CA Real Estate Broker’s (Preferred), CA Real Estate Sales Agent (Required)
  • Education. An undergraduate degree with a major in a related field (Preferred)
  • Experience. A minimum of five (5) years in portfolio operations consisting of 500 units or more (Preferred)

Property Operations Knowledge. Diversified understanding of real estate operations as it relates to management of individual assets, brokerage, office operations, personnel management, corporate budgeting, and planning.

  • Knowledge of regional and national real estate laws and guidelines for rental property operations.
  • Detailed knowledge of the property management cycle.
  • Experience with property management software systems including or similar to Yardi Voyager, Latchel and Rently

Construction Knowledge. Experience with residential maintenance and renovation, including the ability to price repairs and coordinate pricing with contractors.

BUSINESS TRAVEL EXPECTATIONS

Travel of a local nature (within 150 miles) is required. Employees are reimbursed for the approved use of their personal automobile on official company business. Individuals who are required to use their personal automobiles for business travel must provide evidence of liability insurance coverage as well as evidence of and maintenance of a valid driver’s license upon hire and in accordance with company policy.

SUPERVISORY RESPONSIBILITIES

  • Manages 1-2 market level employees on the field operations team.
  • Interview, hire, and train employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Maintain a positive work environment by addressing employee concerns quickly and effectively consulting with Vice President, Operations and/or Human Resources as needed.
  • Carries out supervisory responsibilities in accordance with the company’s policies and applicable laws.
  • Complies with the Federal Wage and Hour Act, the Occupational Safety and Health Act, the Workmen’s Compensation Act, and all applicable state and local statutes and regulations.

SCHEDULE AND COMPENSATION

While the typical schedule for this full-time position is 40 hours per week (Monday to Friday 8:00 am to 5 p.m. with a one-hour lunch), additional hours may be available and/or necessary on holidays and during evenings and/or weekends, according to the needs of the business.
