POSITION PURPOSE AND EXAMPLES OF WORK:
POSITION PURPOSE: To provide direct supervision of the Process Server Supervisor and the Execution Deputies and indirect/direct supervision over Process Servers. Assist with managing and providing for the development of the Civil Process Department field staff personnel and supervision of the service of process and the execution of court orders in Jackson County.
MAJOR TASK STATEMENTS & REPRESENTATIVE ACTIVITIES (Percentage of Time):

50% - Directly and/or indirectly, with the assistance of the Process Server Supervisor, provide direct and indirect supervision and management of field staff personnel regarding the daily coordination of service of process, protection orders (including ex parte and full orders), and execution of writs (including attachments, replevins, garnishments, levies, evictions, and other writs).
- Assign, direct, and supervise the work of the Process Server Supervisor; directly and indirectly, assign, direct, and supervise the work of process server field staff.
· Manage schedule, assign, guide, and monitor Execution Deputy field personnel's daily work in the operation and development of the service, execution, and processing of summonses, ex parte, and full orders of protection, attachments, replevins, garnishments, levies, and evictions and other execution writs.
· Oversee the supervision of and assist in the administration of duties of the Process Server Supervisor.
· Monitor and adjust service areas as required and advise staff of routing changes.
· Coordinate, monitor, and assess staff performance to ensure compliance with local operating rules, policies, and procedures by utilizing random field checks and various report and document reviews, including GPS and mileage monitoring; provide mentoring and feedback as necessary.
· Ensure evaluations, monthly meetings, and other documentation is completed to maintain compliance with court and department policies and work rules.
· Coordinate with the Clerical Supervisor and clerks regarding daily issues involving routing, immediate papers, probate, immediate evictions, staffing, etc.
· Coordinate the service of process with the Jackson County Department of Corrections.
· Respond to inquiries and complaints, review incident reports; resolve unusual or sensitive issues encountered by personnel in the field.
· Respond to calls and/or respond to handle any serious incidents involving staff members or Writ of Executions which have a potential for violence and/or large seizure of cash, may occur during or after normal business hours.
· Serve as execution deputy or process server in the event of staff shortages.
· Make decisions and offer recommendations on employment, retention, progressive discipline, and related personnel activities.
· Act as a liaison with other departments and outside agencies to attend meetings and resolve issues pertaining to service of process and execution of writs.
· Coordinate with Jackson County Sheriff’s Office on the use of their dispatch services.
· Perform related work as required to include but not limited to serve on teams/committees as assigned, cross-train for other jobs as assigned, and work on special projects as assigned.
20% - Directly and/or indirectly, with the assistance of the Supervisor, develop, implement, and monitor service of process and execution of court orders operational procedures for best practice of process.
- Develop and implement procedures in accordance with laws, regulations, and court policies and distribute them to appropriate staff.
- Advise, assist and consult with Director to formulate, implement and sanction operational policies and procedures.
· Address with the Process Server Supervisor the need to ensure departmental goals, standards, operating procedures, and systems are current and adhered to by department members.
· Draft recommendations for development and revision of policies and procedures and submit to Director for approval.
· Recognize, investigate and resolve a variety of operational problems.
· Forecast and prepare for immediate and short-term needs and objectives and provide recommendations and input for long-range needs and objectives.
· Advise and train field personnel and other interested parties on court policy and procedures.
20% - Directly and/or indirectly, with the assistance of the Supervisor, develop and conduct in-service training of field personnel.
- Develop and conduct new training components and refresher options.
· Identify, coordinate, and support ongoing departmental firearm, building search/clearing houses, personal defense, OC spray training programs, annual qualifications and certifications, and or other approved training.
· Monitor in-service training requirements and compliance by field personnel.
· Maintain knowledge of standard requirements for in-service training pertaining to departmental firearm, building search/clearing houses, personal defense, OC spray, etc.
· Coordinate with outside agencies with respect to planning and scheduling of in-service training for field personnel.
10% - Directly and/or indirectly, with the assistance of the Supervisor, assist Director in identifying, developing, and overseeing departmental budget specific to field operations.
- Develop and monitor budget specific to field operations.
· Make decisions and offer recommendations on purchasing equipment utilized by field personnel, i.e., firearms, body armor, firearm holsters, etc.
· Receive invoices for equipment and training sessions, review for accuracy, and ensure funding is available.
· Ensure court vehicle(s) maintenance is performed and expensed on a regular basis, in accordance with court purchasing procedures.
· Track and forward gas receipts pertaining to court vehicle(s) to the Budget and Fiscal Operations Department monthly.
· Manage vendor relationships for suppliers of field training services and equipment.
SUPERVISON OF: Direct supervision of Process Server Supervisor and Execution Deputies. Indirect supervision of Process Servers. Establishes methods and procedures for attaining specific goals and objectives.
SUPERVISION BY: General work duties are reviewed by Assistant Director, Civil Process.
SERVICE RESPONSIBILITY:
INTERNAL: Court and County Legal Counsels, Directors, and Judicial Records staff.
EXTERNAL: Attorneys, plaintiffs, defendants, and Law Enforcement agencies. Ensure timely delivery of service of
process and execution of court orders.
PRIMARY EQUIPMENT, TOOLS & MATERIALS USED: Computer, copier/printer/scanner/fax, telephone, keys, various reports, and forms, computer-generated or handwritten reports, forms, letters and other documents (which involve those of a legal nature), departmental policies and procedures manuals, vehicle, GPS equipment, and local maps, firearm, and OC spray (Oleoresin Capsicum).
MINIMUM EDUCATION AND EXPERIENCE:
(Education above the minimum stated may be substituted on a year for year basis for the required general experience; experience above the minimum stated may be substituted on a year for year basis for the required education.)
SPECIAL REQUIREMENTS:
- Missouri Class A POST certification preferred or equivalent training obtained through military and or private security.
· Must have valid driver’s license from state of residence, and provide proof of such.
· Must have auto liability insurance and properly licensed/reliable vehicle, and provide proof of such.
· Must submit to and pass criminal background check as prescribed by Courts.
· Must successfully obtain firearm authorization and complete court approved firearm qualification program, and wear protective body armor.
· All applicants for this position are subject to testing for illegal drug use prior to appointment.
· Employees in this position are subject to random and reasonable suspicion testing for illegal drug use.
