POSITION SUMMARY: The Government Affairs Manager manages programs to implement local, state, federal and tribal policies, legislative priorities, and political matters. Under the direction of the Director of Government Affairs, the Manager leads interdepartmental coordination and works with federal and state lobbyists and the Tribe’s consultants to serve as the primary contact for local stakeholder engagement, with assignments in the local, state and federal arenas. The Government Affairs Manager helps manage the state, federal and local political contributions, reporting process, and compliance with applicable political laws. The position requires making commitments over and above regular business hours, including breakfast and dinner meetings and events, and travel to meetings of affiliate organizations and conferences. The Government Affairs Department works closely with the Office of the Attorney General and reports directly to the Tribal Council.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Tribal Government Policy Program

  • Works with the Director of Government Affairs, tribal departments, and consultants to identify and analyze public policy that may impact the Tribe, including legislation, ballot measures, policies, and regulatory enforcement.
  • Develops staff reports, letters, briefing documents, talking points, testimony, and other relevant documents.
  • Leads the Government Affairs Department’s interdepartmental coordination activities between, but not limited to, the Office of the Attorney General, as well as the Administration, Communications, Cultural Resources, and Environmental Departments.

Tribal Government Community Engagement Program

  • Coordinates with the Director of Government Affairs, tribal departments, and consultants to plan and implement events and other activities to support Yocha Dehe’s public relations and community engagement goals, including but not limited to community meetings, intertribal conferences, and visits with elected officials and community leaders.
  • Coordinates requests from elected officials and others to meet with the Tribal Council and provides tours of the Tribe’s enterprises with the Tribal Council, Director of Government Affairs, tribal departments, and consultants.
  • Attend and monitor local board governmental meetings and participate in local government and community activities as a representative of the Tribe.

Tribal Government Political Strategy

  • Works with the Tribal Council, tribal departments, and consultants to coordinate local, state, and federal political issues and involvement.
  • Works with the Director of Government Affairs, tribal departments, and consultants to develop political contribution budgets and political contribution requests and reporting.
  • Ensures that political contributions meet all federal, state, and local laws and compliance requirements.

Other

  • Works to maintain confidentiality and is sensitive to protocols necessary for interacting with tribal leaders, government officials, and community leaders.
  • Performs other duties as assigned.

Qualifications

The requirements below represent the required knowledge, skill, and ability.

Education and Experience

An ideal candidate will at minimum have a bachelor’s degree or equivalent from a four-year college, preferably in Native American Studies, Political Science, Public Policy, Public Administration, or Law. Seven years of experience working on public policy and political affairs at the tribal, local, state, or federal levels. Experience working with local community stakeholders and engaging with elected officials, nonprofits, and community–based organizations. Being familiar with Native American history and current issues important to the Tribe and Indian Country is desired.

Certificates, Licenses, Registrations

Individuals must be able to successfully pass the Tribal Gaming Agency (TGA) Background Check. Must possess a valid driver’s license and maintain a driving record satisfactory to the Tribe’s insurance carrier.

While performing the duties of this job, the employee is regularly required to use hands and arms to operate office equipment; push, pull and grasp objects; talk and hear. The employee must regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Additional Conditions of Employment

Must have the ability to travel up to 5% of the time. Must be able to work with a diverse population and with cultural sensitivity. Must maintain professionalism in service and appearance. Recognizes and maintains confidentiality of Tribal Council actions. Must be willing to sign the Tribe’s Non-Disclosure, Non-Disparagement and Confidentiality Agreement.
