DATABASE ADMINISTRATOR/SOFTWARE ENGINEER

GENERAL DEFINITION

This position combines the skills of a Database Administrator and a Software Engineer to achieve the strategic goals and needs of the Information Technology Department. Software Engineer demonstrates an ability to evaluate and integrate new software technologies into applications and processes to help create more efficient and user-friendly access; Provide project leadership and assistance; Demonstrate an extensive knowledge of business and technology processes and standards when working with users to define, evaluate, and implement the best solution based on the user needs. Database Administrator skills include skills in providing secure, stable access to County data; upgrading database systems and software as needed; developing emergency data storage and retrieval plans; managing database backup and audit operations with SQL Management tools.

ORGANIZATIONAL RELATIONSHIP

This position reports to the Assistant Director IT/Software & Operations.

SOFTWARE ENGINEER/DBA TYPICAL TASKS

  • Design, develop and support in-house software applications with required databases to implement county ordinances and department requests; ensure end-user has documentation and adequate training for all in-house developed solutions;
  • Maintain an archive and Source Control procedure for all in-house code including Visual Studio applications, interfaces, SSIS packages, etc;
  • Assist in defining metrics and KPI’s; design and develop user dashboards and analytical reports to display these metrics;
  • Work with users to define application requirements for COTS applications; evaluate and implement a satisfactory solution based on those requirements;
  • Liaison between end user and vendor to ensure all interfaces, jobs, and supporting software are performing according to specs; Assist with basic troubleshooting;
  • Configure users, permissions, and settings in all enterprise applications; coordinate the interoperability and interfaces between these enterprise applications;
  • Follow the IT designated Systems Development Methodology providing information and direction to management, stakeholders, and users; report and document project progress ensuring that deadlines are visible and met;
  • Provides coordination between various end user departments during the implementation of projects;
  • Serves as liaison between the user department and COTS vendors for implementation, upgrades, issues, and change requests;
  • Assist the vendor to maintain, update, and troubleshoot by refreshing database copies in test and upgrade environment; Execute various scripts and processes to correct issues;
  • Create repositories and views into enterprise databases for custom reports; user dashboards, and various interfaces to production data, assist in troubleshooting same; Follow best practices to model and design databases;
  • Develop, monitor, and maintain SSIS interfaces for in-house and vendor supported databases;
  • Develop, implement, maintain, and monitor all backup, maintenance and scheduled jobs;
  • Perform periodic audits to ensure recovery and security plans are working;
  • Monitor the health of the databases ensuring they are optimized and performing efficiently and to industry standards;
  • Migrate in-house databases and interfaces to maintain an N -1 version level; Assist vendors to upgrade their databases;
  • Maintain complete and up-to-date technical documentation for all production databases incorporating organization-defined standards and industry-wide best practices;
  • Assist Infrastructure with SQL related tasks including configuration of new installations and migration to new servers. Collaborate with IT staff to install, configure, patch, and upgrade SQL Server instances;
  • Troubleshoot databases issues, failed jobs, and other issues related to upgrades and installations as well as day to day operations;
  • Performs various other activities as required.

ESSENTIAL KNOWLEDGES, SKILLS AND ABILITIES

Knowledge of and experience with Windows and O365; good oral and written communications skills. Candidate must demonstrate a high proficiency to successfully manage projects; use development software, BI software, and supporting tools; use SQL utilities; understanding of object-oriented analysis and design; strong problem-solving skills. Should have very strong understanding of relational database design and maintenance; possess highly refined analytical, problem solving and organizational skills. Detail-oriented, logical thinkers who understand project scheduling, time management and leadership concepts can excel in this position.

TRAINING, EDUCATION AND EXPERIENCE

Any combination of education and experience equivalent to graduation from an accredited college or university with major work in computer science, information management or related field with at least three years experience as analyst or programmer and SQL Server database administration, or related position. Extensive experience with database design and management and Business Intelligence design and development.

PHYSICAL DEMANDS

Primarily sedentary with intermittent standing, walking, bending and stooping. Some lifting or carrying of objects of light weight may be required. The work environment is typical office environment with adequate desk, seating, and lighting for performing desk and personal computer work.
