Reports to the Corporate Finance and Administration Director and is a salaried, exempt position. Responsible for planning and managing the procurement of supplies, services and vendor contracts for contract administration in compliance with government and management directives. Maximize profits by assuring the organization obtains the most competitive pricing for its external purchases and services while meeting quality and supply requirements.

Working closely with the Job Corps Center finance teams, this individual will act as a liaison between the organization and suppliers in the procurement of goods and services. This is a fantastic opportunity for someone who has led large facility procurement and purchasing operations in the hospitality and/or healthcare industries. People leadership experience is required.


RESPONSIBILITIES:

Essential Duties & Job Functions for this position is comprised of two (2) major parts:

1) Center support; and

2) Company-Wide support

CENTER SUPPORT

  • Provides training, guidance and support for each center’s procurement function in the following areas:
  • Procurement of goods and services for the Center in accordance with established Company purchasing policies and procedures.
  • Selection of vendors through competitive pricing, service and quality guidelines in compliance with Federal Acquisition Regulation and Company policies and SOPs.
  • Preparation of purchase requests (PRs), purchase orders (POs), subcontracts, lease/rental agreements and consultant services agreements, PRLs/equipment, repairs and construction rehab projects.
  • Assists with negotiations with consultants and contractors regarding scope of work, prices, terms, and conditions, as needed.
  • As needed, confer with consultants, contractors, and suppliers in order to acquaint them with procurement policies and procedures and to obtain information on required products and services.
  • Monitoring vendor’s performance including adherence to quality standards, prescribed delivery schedules and contract terms.


COMPANY-WIDE SUPPORT

  • Establish and maintain strong and positive relationships with suppliers and vendors.
  • Develop National Buy Programs, to include food, educational supplies, office and maintenance supplies, equipment leases & medical subcontracts.
  • Create processes and structure to facilitate proper inventory management and ordering practices
  • For common goods and service purchased by all centers, research and locate market sources and suppliers to communicate to center buyers and negotiate the most cost-effective and competitive pricing for the purchase of these supplies and services.
  • Development and maintenance of qualified vendor lists with appropriate identification of large, small, small disadvantaged, Woman-Owned, Veteran-Owned, Service-Disabled Veteran-Owned, and Hub Zone suppliers.
  • Proper utilization of the federal supply schedules.
  • For purchases at the corporate level, executes procurement function from cradle to grave. This includes:
  • Conducts market research, identifies potential vendors, and creates solicitation packages.
  • Evaluates offers, comparative price analyses for reasonableness and recommends awards.
  • Assembles, reviews, and maintains administrative files related to procurements.
  • Educate center and corporate staff on cost-conscious purchasing practices and best value solutions as Job Corps continues to transition to Firm Fixed Price contracts.
  • Enhance our strategies and tactics in attaining small-disadvantaged subcontracting goals under unrestricted contracts awarded.
  • As applicable, compile and administer each center’s subcontract plan. This includes timely submission into e-SRS for semi-annual ISR reports and annual (company-wide) SSR reporting.
  • Continuously pursue improvement and enhancement of all aspects of procurement services.
  • In coordination with Odle Senior staff, updates and maintains the company’s procurement SOPs and disseminates policy/procedure changes as needed to responsible center staff.
  • Effectively communicate purchasing policies and procedures to all personnel and interpret said policies and procedures, as necessary.
  • Coordinates and administers special procurement projects, as required.
  • Operate and implement purchasing software.

  • Provides excellent customer service to internal and external customers to include resolving issues expeditiously, providing updates and resolving concerns.
  • Knowledge of the components of a Statement of Work including project description, definitions, performance requirements/deliverables, and resolution of non-compliance.
  • Ability to clearly interpret and explain laws, rules, policies, and procedures.
  • Proven organizational capabilities within a complex environment.
  • Demonstrated ability to work collaboratively with individuals from a variety of backgrounds and all levels of personnel within the organization, including senior management.

Education and Experience:

A bachelor’s degree in Supply Chain Management, Accounting, Public Administration, Business Administration, or a related field from an accredited college or university.


Work-Related Experience:

Minimum of one (1) years of verifiable experience in a professional purchasing position; or verifiable experience equivalent to five (5) years in a position with duties closely related to those of the position: or five (5) years of verifiable training and/or experience combining the responsibilities and education listed above.

Preferred Qualifications:

  • Governmental experience in purchasing, procurements and/or contracts
  • Legal/Technical Writing Experience
  • Experience with complex and/or technical procurements.
  • Experience with strategic sourcing.
  • Procurement certification (e.g., Certified Procurement Professional)
