JOB SUMMARY:

The Controller is to provide supervision and oversight of the general accounting functions of the Tribal Government. The Controller ensures the proper maintenance of accounting records, reporting of financial activities and other related duties in the daily administration of the Accounting Office. This position requires sound knowledge of accounting principles, procedures, reporting requirements and ensures compliance with all applicable Tribal, Federal and State financial requirements. Working closely with the Chief Financial Officer, the Controller provides support and analysis to operational departments, executive management and the Tribal Council, and is a key participant in the development of the annual Tribal budget. This position is to provide direction and leadership to a staff of nine employees primary focused on travel, payroll, accounts payable, accounts receivable, collections, general ledger recording & reporting and grants & contracts coordination and accounting.

MAJOR TASKS AND RESPONSIBILITIES:

1. Assist in managing audit processes within the Tribe related to Federal and State compliance as well as coordination of Quarterly Compilations, Program audits.

2. Draft and review internal financial/accounting policy documents and communications.

3. Research special projects at the direction of the CFO (examples: IRS General Welfare Doctrine, Head Start Act and transportation requirements).

4. Under the direction of the CFO, investigate potential misappropriation of assets or other alleged or suspected fraud or other suspicious activities.

5. Conduct internal audits as requested.

6. Review and approval of transactions for accuracy, allowability and availability.

7. Review and manage accounting processes for the 4-Low Income Tax Credit Housing Partnerships as well as coordinate financial aspects of quarterly compliance compilations and audits.

8. Assist in coordination of the Tribes Annual Budget process including creation of budget tools, presentation of tools to Directors, review of proposals with Directors, GM, CFO, and assist in the proposal presentations to Tribal Council and Tribal Community.

9. Provide monthly financial reporting to Tribal Departments (budget to actual).

10. Ensure subordinate staff adheres to Tribal Administration, Personnel Policies and procedures in conducting day to day operation activities.

11. Provides oversight for all personnel actions within the department including; recruitment, hiring, retention of skilled and professionals staff, and conducting their annual performance evaluations.

12. Establishes and maintains effective working relationships with staff, departments, community and representatives of Tribal, federal, state, local, and other agencies.

13. Maintain strict department security, confidentiality and quality to meet professional standards of the department.

OTHER DUTIES:

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

MINIMUM QUALIFICATIONS

The following qualifications are required for the incumbent to have, in order to be considered for the position.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION:

· Bachelors Degree in Business Administration, Accounting, Finance or a closely related field from an accredited college or university, and four years’ experience in Governmental Accounting and/or Auditing, which includes two years of accounting department supervisory experience; OR

· Masters Degree in Accountancy from an accredited University, and two years’ of accounting department supervisory experience in Governmental Accounting and/or Auditing; OR

· Certified Public Accounting license, andtwo years’ of accounting department supervisory experience in Governmental Accounting and/or Auditing.

REQUIRED SKILLS/KNOWLEDGE/ABILITIES POSITION:

· Knowledge of 2 CFR 200 Uniform Guidance and other federal compliance requirements.

· Excellent interpersonal skills in the areas of creative problem-solving, conflict resolution, group planning and decision-making processes.

· Requires the ability to utilize computer software such as Excel and Word for accounting analysis.

· Requires working knowledge of integrated fund accounting systems such as MIP.

· Requires the ability to establish and maintaining working relationships with Tribal Council, Department Directors, supervisor and employees of the Nooksack Tribe and general community.

· Knowledge of GAAP and GASB requirements..

· Knowledge of Fund or governmental accounting practices and principles.

· Knowledge of Auditing practices and principles.

· Knowledge of applicable laws, codes and relations.

· Skilled in maintaining accurate financial records and preparing clear and accurate reports for informational, auditing and operational use.

· Skilled in reconciling accounts, records, reports and journals

· Skilled in preparing financial and/or auditor statements, schedules and reports.

· Skilled at developing a variety of budgets such as departmental and organizational operational budgets and capital project budgets.

· Skilled in interpreting, applying and explaining complex laws, codes, regulations and ordinances.

· Skilled in reviewing and verifying accuracy of data.

· Skilled in maintaining accounting records for special accounts and projects.

· Ability to organize own work, setting priorities and meeting critical deadlines.

· Ability to motivate and direct the workflow of departmental staff.

· Ability to make sound, independent judgments within established policies and procedures.

· Ability to prepare and deliver clear, concise, timely, and persuasive reports, both orally and in writing.

· Ability to simultaneously manage multiple priorities.

· Ability to establish and maintain effective working relationships.

· Ability to work with Tribal people in a sensitive and confidential manner.

· Ability to manage time well and work under stressful conditions with an even temperament.

· Ability to speak with confidence in front of large crowds of people with various opinions.

· Must have strong customer service, ethics and interpersonal skills necessary to interact positively with diverse range of agencies, organizations, and individuals.

REQUIRED CONDITIONS OF EMPLOYMENT:

Ÿ Must pass alcohol/drug test at time of hire and throughout employment.

Ÿ Must pass criminal background check at time of hire and periodically thereafter.

REQUIRED LICENSES OR CERTIFICATIONS:

· Must have and maintain throughout employment a valid Washington State Driver’s License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire).

· Must be bondable

PHYSICAL REQUIREMENTS (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

· The standard work week is 8:30-5:00 Monday through Friday.

· While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and hear.

· Ability to conduct research for long periods of time using computer, going through files, etc.

· The employee is occasionally required to stand and walk.

· Must be able to bend and reach.

· Occasional requires pushing or pulling using both arms/hands with required force of 5-20 lbs. to open doors/file drawers and filing documents.

· Constant use of both hands/fingers and arms to reach/handle or grasp while keyboarding, using phone, calculator, copier, and other office equipment; writing instructions, filing and performing other administrative duties. Job requirements include forward and over shoulder reaching on a frequent basis.

· Constant use of eye sight for reading documents.

· The majority of the work will be in an office environment with little exposure to noise or outside weather conditions.

· The employee may occasional lift and/or move up to 30 pounds.

· May have to walk/drive between office locations under a variety of conditions.

DESIRED SKILLS/KNOWLEDGE/ABILITIES POSITION

· Experience working as an accounting supervisor or manager of an accounting department for a Native American Tribe is highly desirable.

Pay: $93,242.00 - $100,612.00 per year
