Job Description :

Raytheon-Rafael Area Protection Systems (R2S), a jointly-owned subsidiary of Raytheon and Rafael, was established in April of 2020 to produce and provide Contractor Logistic Support (CLS) for cutting-edge air defense systems to the domestic and global market, differentiated by the increased agility and value afforded by a lean enterprise. R2S currently specializes in procurement of Iron Dome components from US suppliers in support of integration at Rafael facilities in Israel and CLS support of existing Iron Dome Batteries. Long term growth plans include build-to-print production facilities for Iron Dome and derivative products marketed by Raytheon and Rafael.

Job Summary:
This position will be responsible for the management of security operations in Arlington, VA for Raytheon-Rafael Area Protection Systems (R2S). The chosen candidate will perform the functions of Facility Security Officer (FSO)/Security Manager in a dynamic environment supporting the R2S mission, especially involved in FOCI requirements and Foreign National visitors/employees.

Responsibilities to may include:

  • Acts as the Key Management Personnel (KMP) Security representative to the R2S Board of Directors and the Government Security Committee (GSC)
  • Serves as the Insider Threat Program Senior Official (ITPSO)
  • Manage all aspects of the Foreign Ownership, Control or Influence (FOCI) mitigation requirements as documented in the R2S JV Security Control Agreement (SCA), to include, but not be limited to the development, implementation, and ensuring R2S JV compliance with a Technology Control Plan (TCP), Electronic Communications Plan (ECP), Affiliated Operations Plan (AOP), and facility Visitation Policy as deemed necessary
  • Responsibly lead all assessment efforts with the Defense Counterintelligence and Security Agency (DCSA), to include in both Security Vulnerability Assessments (SVA), as well as in annual FOCI meetings
  • Assist the GSC with preparation and submission of the R2S JV Annual FOCI Compliance Report
  • Implement policy and procedures to enforce compliance with government requirements. Manage the Industrial security program in accordance with the NISPOM and customer/contractual security requirements.
  • Collaborates with R2S Physical, Counterintelligence & Investigations (CI&I), Security Education Training & Education (SATE), and Security Execution teams to ensure that the R2S Industrial Security program is effective and compliant with policy, regulations, and requirements.
  • Conduct investigations, compose and submit violation reports related to the loss, compromise, or suspected compromise of classified information, suspicious contact reports, and adverse information reports
  • Partner with program management to ensure security needs are met
  • Administer the programs for handling and safeguarding classified and proprietary information.
  • Coordinate with government and industry oversight agencies to facilitate inspections/audits of security programs and systems
  • Conduct self-inspections and Security education and awareness training and briefings
  • Ensure access control to building(s), badge employees new hires and contractors
  • Review and maintain local site DD-254s
  • Perform administrative duties in regards to DISS (personnel clearances and classified visits), NISS (facility clearance), Access Commander (Information Management System for employee and classified material control), eSecurity (upload documentation), Perspective (input and track all Security related incidents), and Visitor Management System.
  • Support R2S Industrial Security Execution efforts for self-inspection, internal security audits and continuous monitoring programs.
  • Support R2S Industrial Security Awareness Training and Education with developing and managing security education modules and other educational products for internal Security training, as well as conducts internal audits of security education compliance.

U.S. Citizenship is required as this position needs an active U.S. Security Clearance as of day one of employment.

Qualifications You Must Have:

  • In-Depth knowledge and ability to articulate the intricacies of FOCI mitigation instruments.
  • Documented hands-on experience with interpreting, implementing, and ensuring a facility’s compliance with a FOCI mitigation instrument, particularly with an SCA or other of equivalent complexity.

· A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years’ experience

  • Experience with the NISPOM or DOD/Service security regulations for safeguarding classified information and material.
  • Experience in a management role and/or leading a team.
  • U.S Citizenship is required
  • An active and in-scope Secret US security clearance

Clearance Information:
This position requires a Secret security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.

Pay: $90,000.00 - $165,000.00 per year
