The Director of Accounting will oversee the functions and processes of the accounting department in a manner that will ensure the integrity of the organization’s financial data and reporting. The Director of Accounting will maintain responsibility for efficient and effective departmental operations and interface with administrative and departmental staff. The Director of Accounting will work in accordance with federal, state, and local regulations. This position will be responsible for, but not limited to, the following:
- General Management Duties
- Recruits, on-boards, and develops department staff, including continuous coaching and feedback as well as effective annual evaluations.
- Manages departmental staffing resources thru appropriate work schedules and monitors and approves staff timecards.
- Provides day-to-day leadership and direction to the accounting department.
- Develops, implements, and evaluates accounting protocols, and internal controls in compliance with applicable laws and regulations. Communicates and updates protocols in accordance with organizational policies.
- Maintains expertise in the organization’s medical, pharmacy and accounting systems.
- Develops goals for departmental performance and implements activities to achieve goals.
- Identifies best practice and opportunities for improvement and works collaboratively with leaders and staff to effectuate positive change.
- Maintains and builds trusted relationships with key customers, clients, partners, vendors, and other stakeholders.
- Promotes and communicates the philosophy, mission, and values to stakeholders, vendors, and community partners.
- Serves as a resource for colleagues on technical and procedural matters related to areas of expertise.
- Effectively communicates corporate and departmental information to appropriate audiences.
- Leads appropriate meetings, committees, trainings, work groups, etc. as needed.
- Position Specific Duties
- Ensures the timely and accurate completion of monthly and annual general ledger closing processes, including journal entries and account reconciliations.
- Produces monthly GAAP financial statements within established timeframes.
- Ensures the integrity of the organization’s chart of accounts and financial reporting templates, consistent with organizational policies.
- Ensures integrity of fixed asset records.
- Works closely with auditors on the annual financial and uniform guidance audits, supplying necessary data in a timely manner.
- Prepares ad-hoc analyses and reports as assigned or needed for decision-making.
- Ensures the timely and accurate completion of accounts payable functions, using proper internal controls.
- Ensures the timely and accurate completion of payroll functions, including the monitoring of payroll tax filings completed by the payroll service.
- Ensures the timely and accurate reconciliation of cash receipts between the subsidiary systems, the accounting system and the banks.
- Assists with the development of the annual operating and capital budgets, as well as the subsequent loading of the budget to the accounting system.
- Ensures timely and accurate bank reporting per debt agreements.
- Ensures timely and accurate reporting of monthly provider productivity data, as well as subsequent preparation of provider incentive compensation reports.
- Coordinates preparation of data for the organization’s annual tax return (Form 990).
- Coordinates preparation of data for the organization’s annual cost report.
- Assists with the development of grant budgets, as assigned.
- Ensures proper accounting and reporting for federal and non-federal grants.
- Completes drawdown of federal grant funds, as approved.
- Ensures the timely and accurate compilation of data for the annual UDS and other grant reporting requirements.
- Ensures timely and accurate invoicing of subawards, non-federal grants or contracts with outside agencies and institutions.
- Responsible for supervision of the purchasing coordinator, including special order placement and data entry of purchase order information.
- Completes special projects and performs other duties, as assigned.
- Recognizes that the completion of the above listed duties illustrates the employee's role in aforementioned team-based care and accepts responsibility for being an active member of the team, including identification of quality improvement opportunities.
Minimum Education
Bachelor’s Degree in Accounting required. Master’s Degree in Accounting, Business Administration, or related field preferred.
Minimum Work Experience
Three years of accounting management experience required. Experience in healthcare accounting or finance preferred.
Required License
CPA license preferred.

Maintains competency and knowledge of current standards of practice, trends, and developments in related scope of practice through reading and in-services. This is especially important in the areas of GAAP, cost reporting, tax-exempt informational returns, and federal grant compliance. Obeys appropriate dress code as specified in Employee Handbook. Provides superior customer service to all patients, external customers (CPA firms, HRSA representatives, banks), and co-workers. Serves as an ambassador of the White House Clinics in all conversations and interactions with these parties.

Maintains clinic standards for a clean and quiet patient environment to maintain a positive patient care experience. Maintains compliance with organization’s policies, as well as established practices, protocols, and procedures of the position, department, and applicable professional standards. Complies with organizational and regulatory policies for handling confidential patient information. Adheres to professional standards, clinic policies and procedures (OSHA, HIPAA, etc.), federal, state, and local requirements, including Health Resources and Services Administration (HRSA), U.S. Department of Health and Human Services (HHS), Office of the Inspector General (OIG), Internal Revenue Service (IRS), Centers for Medicare & Medicaid Services (CMS), etc. Cooperates fully with all aspects of Corporate Compliance Plan and Standards of Conduct. Participates in all safety programs which may include assignment to an emergency response team.
Accountable to the Chief Financial Officer and responsible for keeping the CFO and CEO informed of office activities and problems that arise.
Departmental staff.
This position requires sitting, some bending, stooping and stretching. Eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment are also required. Position requires normal range of hearing and eyesight to record, prepare, and communicate appropriate reports. Employees will be required to lift papers or boxes up to 50 pounds occasionally.
Work is performed in office environment and involves frequent contact with staff. Position may involve dealing with angry or upset people. Evening work may be required. Work may be stressful at times.
Occasional travel between clinics; some local or long-distance travel for conferences, etc.

$78000 - $108000 / year
WORK HOURS
40+ hours per week (exempt from wage and hour laws; irregular schedule)
Evaluated annually by the Chief Finance Officer with input from peers and support staff, as appropriate.
