DIRECTOR, HUMAN RESOURCES

FIRST REVIEW JANUARY 4, 2023 - OPEN UNTIL FILLED

$7,080 TO $8,708 PER MONTH

$84,961 TO $104,492 PER YEAR

12 MONTHS / 40 HOURS PER WEEK POSITION, MONDAY - FRIDAY

PRIMARY WORK LOCATION: WEED CAMPUS

Under general direction from the Superintendent/President, plans, directs, organizes and supervises the activities and operations of the human resources department, advises on employment practices and working conditions, administers employment contracts, promotes positive employer-employee relations, and supervises and evaluates performance of assigned personnel. Areas of responsibility include personnel administration, documentation and disciplinary matters, workers compensation administration, employee benefits administration, recruitment and hiring, labor relations, equal employment opportunity and unlawful discrimination complaint processes. The Director may be assigned additional responsibilities as part of the senior management team.

Key Duties & Responsibilities

  • Assist in the development and implementation of effective human resources policies, procedures and systems.
  • Participate with executive staff to identify goals and resources to achieve goals; identify goals and objectives for Human Resources staff that meet the mission of the College.
  • Review and approve selection criteria, interview questions, diversity of pools and EEO reports; establish minimum qualifications, and train selection committees.
  • Communicate and consult with legal counsel on employee issues; seek advice from legal counsel and advise District of required response.
  • Meet with employee groups to provide information, respond to questions, resolve issues and receive feedback.
  • Assist with bargaining groups meetings and notes.
  • Direct the conduct and completion of salary surveys and out of class processes, and approve salary placements.
  • Direct benefit services for employees; facilitate benefits committees; facilitate and direct implementation of changes in benefits.
  • Direct and supervise the activities of the Human Resources staff in providing services to faculty, staff, administrators, and students in the areas of employment, benefits, classification, and performance evaluation.
  • Assist with meeting with individual employees on a variety of work-related issues, concerns, problems and projects; provide guidance and support and recommend solutions and options.
  • Direct the performance evaluation program and provide training as needed.
  • Coordinate and facilitate District disciplinary action and grievance resolution.
  • Chair and serve on college committees and participate in professional organizations appropriate to the assignment.
  • Attend Board Meetings and provide and/or present reports as requested.
  • Develop and prepare the annual preliminary budget for Human Resources; analyze and review budgetary and financial data; control and authorize expenditures in accordance with policy and procedures.
  • Direct the activities associated with manual and automated human resources record-keeping: Administer the maintenance of all district personnel files: plan, design, implement and continuously assist the personnel record management, storage, and retrieval system.
  • Performs related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in human resources, business administration, public administration, personnel management, industrial relations or related field from a regionally accredited college or university and five years of leadership experience as an administrator in education, business or government; OR
  • Master’s degree from a regionally accredited college or university in the disciplines identified above and AND three years leadership experience as an administrator in education, business or government

Experience may be substituted for a portion of the education requirements at the sole discretion of the College.


DESIRED QUALIFICATIONS

  • Knowledge of California Education Code and California Code of Regulations Title 5 as they relate to California Community Colleges.
  • Increasingly responsible experience in human resources management in a public setting.
  • Experience in collective bargaining.
  • Experience with human resources information systems, ERP (i.e., Banner, MS Office Suite)

  • Ability to understand and independently carry out oral and written instructions.
  • Ability to communicate effectively in both oral and written form.
  • Ability to interpret related state and federal codes and Title 5 provisions.
  • Ability to train, supervise and evaluate staff.
  • Ability to provide responsive and friendly service to faculty, staff and administration.
  • Ability to prioritize and schedule work to meet schedules and timelines.
  • Ability to plan, organize, direct and coordinate the assigned staff; maintain security and confidentiality of records and information.
  • Ability to establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Ability to demonstrate an understanding of, sensitivity to and appreciation for, the academic, ethnic, socio-economic, disability and gender diversity of students and staff attending or working on a community college campus.

Selection Process:

After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. Videoconference interviews (in lieu of an in-person initial interview) will be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will recommend finalists to the Superintendent/President for a final interview.

Conditions of Employment:

Employees must satisfy all the pre-employment requirements prior to appointment that include, but are not limited to, tuberculosis clearance (EC 87408.6), fingerprint processing, and verification of their legal right to work in the United States.
